FOR IMMEDIATE RELEASE:  ROSCOE TOWNSHIP PRESS CONFERENCE TO ANNOUNCE APPOINTMENT OF ‘INDEPENDENT ANALYSIS COMMISSION’

Roscoe Township Press Conference
Wednesday, February 21, 2001
Roscoe Township Hall
5792Elevator Road, Roscoe

Participants:
Roscoe Township Supervisor, Tom Hawes
Officials representing Rockton Township, Villages of Roscoe and Rockton, City of South Beloit, County Board members Charlie Hollerith (R-2) and Larry Bauer (R-2)

Written questions generated from our Perryville Road – Public Meeting held on January 29th and submitted to the Winnebago County Board, have not been addressed the Board.  We have not received a response from the County Board as to when we might expect those written responses.

In addition, no response has been forthcoming concerning our request to have a cost benefit analysis process begun, which would include participants from our area to study all of the alternatives related to the expansion of Perryville Road.

Therefore, Roscoe Township is appointing a commission to evaluate road needs utilizing a cost benefit analysis process. The ‘Independent Analysis Commission’ will evaluate traffic concerns and road needs based on an objective evaluation of the true costs and benefits for the taxpayers of Winnebago County.

We will be requesting specific information from the County Board and the Highway Engineer. We look forward to the Counties cooperation in providing information that will help to expedite the completion of our independent study.

Roscoe Township, along with the Township of Rockton, the Villages of Roscoe and Rockton and the City of South Beloit will submit a road planning recommendation to the Winnebago County Board pending the completion of the ‘Independent Analysis Commission’ report.

Consequently, we are requesting that the Public Works Committee of the County Board suspend their action to call for a vote on February 22nd to place building Perryville Road north of Rt. 173 to Belvedere Road on the Capital Improvement Plan (CIP).

We believe a vote to place the building of this section of Perryville Road in the Capital Improvement Plan (CIP), or any further plans utilizing taxpayers funds for this project, would undermine the process of a fair evaluation of all of the alternatives.
