  Definition guidelines for a Cost Benefit Analysis:

  The purpose of this type of analysis is to present a truly objective basis of evaluating the true cost (financial and qualitative) of any project. These types of analysis are common in business environments and the Federal Government to help evaluate and prioritize projects.  

 A correctly administered Cost Benefit Analysis is one in which all of the elements affected by the proposed project are examined in a uniform and consistent manner. This includes people, environment, financial and aesthetics.  

Generally, absolute quantitative comparisons or results should be the basis of this type of analysis. In some cases, qualitative relationships are appropriate.

  The result of using a Cost Benefit analysis is an evenhanded approach that benefits all.

    CANDIDATE QUESTION:

  ·        Do you agree with this type of approach for a project such as the Perryville Road Extension proposal?  If not, why not.
