correctly administered Cost Benefit Analysis is one in which all of the
elements affected by the proposed project are examined in a uniform and
consistent manner. This includes people, environment, financial and
aesthetics.
Generally, absolute quantitative comparisons or
results should be the basis of this type of analysis. In some cases,
qualitative relationships are appropriate.
