Almost
every action by government effects our environment in a variety of ways. It
becomes increasingly important that a comprehensive Cost Benefit Analysis
is the basis of decisions in the selection of any legal obligation or project
thrust upon the electorate.
Every
organization should take responsibility for determining their mission and
accompanying objectives. In this respect, it is reasonable to conclude that one
of the primary missions of Government is to be the stewards of the resources of
the people. Fundamentally, just a few of the primary considerations are:

The comprehensive disclosure of
project costs
·
The identification of revenue
sources for the project
·
The impact on the overall
environment
·
The net quantitative effect on
residential and business taxes, and
·
The cost relationship of perceived
benefits
·
The comprehensive investigation,
compilation and disclosure of all the findings, comparisons, projections and
documentation to support all claims relating to the benefits or detriments
relation to the project.
Government
representatives have the obligation to apply taxpayer funds in a manner that is
most effective in relation to all opportunities. Because available funds have
limitations, the establishment of priorities is essential for the selection
projects that best deserve implementation. These issues are complex and the
method of determination becomes critical in order to make the correct selection.
This is the basis for utilizing a comprehensive Cost Benefit Analysis.
